    1993年8月5日, 深圳市清水河危险品仓库发生爆炸,该仓库共储存危险品48种,包括有毒物质、易燃、易爆物质、腐蚀性物质等。爆炸形成约23000吨废物,对周围环境构成了高度威胁,并形成了国际影响。受深圳市环保局委托,清华大学作为技术总负责单位,与长沙黑色冶金设计院等单位共同承担了危险废物处置的任务。对大规模偶发性事故所造成的环境污染治理,在我国当时尚属首次。由于无法沿用现行法规和标准,项目组拟定了专用的应急处置程序。在处置工作中,完成了我国第一座HDPE双防渗危废填埋场的设计与施工、并首次完成了大规模高危废物污染控制管理、废物入场程序、稳定化处理和填埋的系列实施。

  A serious explosion accident in Qingshuihe dangerous goods warehouse happened on August 5, 1993 in Shenzhen. The warehouse stored up 48 kinds of dangerous goods, including toxic articles, inflammable articles, explosive articles, corrosive articles, and etc. About 2300 tons waste was generated after the explosion, which posed high threat to the surrounding environment and attracted international attention. Entrusted by the Shenzhen City Environmental Protection Bureau, Tsinghua University combined with Changsha Ferrous Metallurgy Designing Institute was in charge of the hazardous waste disposal. However, the control and abatement of environmental pollution by large-scale incidental accident was the first of its kind in China. Because there were no suitable regulations and standards, the project team established specialized emergency response procedures. As a result, the design and construction of the first hazardous waste landfill site using double-layer HDPE seepage prevention structure in China was completed. It was also the first time to fulfill the pollution control, waste admission procedure management, stabilization treatment and landfill disposal of large-scale hazardous waste.
